Premier Dennis Napthine has been accused of cowardice by not attending a function in Bendigo on Friday.

Member for Bendigo West, Maree Edwards said the Premier didn't have the courage to go to the Dja Dja Wrung ceremony on Friday because Jacinta Allan was going as well.

Ms. Allan, the Opposition Manager of Parliamentary Business, led the attack in Parliament last week against the Government for having a Speaker that did not have majority support of the Legislative Assemby.

"The Parliament has become totally dysfunctional under Mr Napthine and his Speaker", Ms Edwards said.

"The Premier is embarrassed about how bad his outfit has become to the extent he couldn't even attend an important community function in Bendigo that the media earlier in the week reported he would be going to, because he couldn't face Jacinta Allan."

"Mr Napthine's Speaker can't control Parliament, but he sticks by him.  Now he's too embarrassed to face the person who has led the attack against him for not having an effective Parliament."

Ms Allan said the Dja Dja Wrung ceremony was a significant bipartisan event.

"The Premier should have been there.  It's a pity he wasn't because it was a significant event which everyone who attended enjoyed."
